NPA CEO’S VISION AND STRATEGIC FOCUS AREAS FOR REGULATORY EFFICIENCY

A. Theme One: Efficient Infrastructure and Operational Standards
Close identified infrastructure gaps in the petroleum downstream and ensure world class operational standards through ISO certification programmes. Ensure enhanced safety and quality standards resulting in barest minimum incident counts as well as supply of top of the class product quality in Africa. Improve upon research and development to fuel quality databased decision making.
B. Theme Two: Green Transition and Industry Sustainability
Improve upon the industry carbon footprints and ESG commitments by implementation of planned transition projects including; Liquefied Petroleum Gas (LPG) Promotion Programme through the Cylinder recirculation Model (CRM), Compressed Natural Gas (CNG) for transportation, and the Biofuels programme. Ensure petroleum service continuity with 24-hour economy projects.
C. Theme Three: Enhanced Ghanaian Content and Ghanaian Participation
Ensure effective stakeholder engagements and consumer education programmes. Improve upon response time for addressing consumer grievances. Ensure a thorough handling and conclusion of consumer grievances. Improve upon capacity of indigenous Ghanaian businesses. Ensure top notch service delivery with the introduction of the petroleum downstream professional training and certification programme for pump attendants, drivers and mates and general service providers.
D. Theme Four: Strengthened Technological Resources
Improve upon the efficiency of existing technological systems. Ensure Management Information Systems integration to improve upon operational efficiency. Ensure integrity and security of all systems.
E. Theme Five: Empowered and Inclusive Human Resource
Prioritize the development of staff dignity and respect with sector players by bridging all skills gap with the requisite capacity building programmes. Improve upon staff conduct, strict discipline and responsibility. Implement a robust and fair performance management and reward system. Improve upon staff welfare as well as gender, ethnic and religious inclusivity at the work place.
F. Theme Six: Legislative Enhancement
Complete ongoing legislative reforms to improve upon the NPA’s regulatory authority. These include a completion of the repeal and replacement of the NPA Act, 2005 (Act 691), development of proactively supportive legislative instruments and sanctions regime.
G. Theme Seven: Enhanced Regulatory Image and Reputation
Effective media and stakeholder engagements. Zero tolerance for corruption. Improve upon regional presence by establishment of offices in new regions.
H. Theme Eight: Financial Sustainability
Prudent expenditure with commensurate reward scheme for compliant staff. Optimization of revenue collection. Maintain integrity and balance of all statutory funds under the NPA’s care
