Alhaji Huudu Yahaya Iddrisu

Alhaji Huudu Yahaya Iddrisu is a distinguished lawyer, public servant, and statesman with over four decades of leadership experience spanning law, governance, energy, and public administration. He has served the Republic of Ghana with distinction in both political and corporate roles, bringing to the Board a wealth of strategic insight, institutional memory, and a deep understanding of governance and policy.
His appointment as Chairman of the Governing Board of the National Petroleum Authority (NPA) reflects his longstanding commitment to public service, integrity, and effective leadership. In this role, he provides strategic direction and oversight for Ghana’s petroleum downstream regulatory framework. A lawyer by profession and Senior Partner at Opoku & Associates, Alhaji Iddrisu specializes in corporate, commercial, natural resource, and labour law, with extensive experience in arbitration and mediation.
Alhaji Iddrisu previously chaired the Boards of Ghana Grid Company Ltd Feb 2014–Jan 2017 and the Bulk Oil Storage and Transportation Company (BOST) (2009–2014), where he provided decisive leadership in Ghana’s energy infrastructure development, policy oversight, and corporate governance. He has also served on several national and regional boards, including the Ghana Shippers Authority and the Ghana Ports and Harbours Authority.
A seasoned public administrator, he held several ministerial portfolios under the Provisional National Defence Council (PNDC) and the Fourth Republic, including Secretary of State (Minister) for Trade and Tourism (1990–1992) and Secretary of State (Minister) for Mobilisation and Social Welfare (1988–1990), and was Regional Minister for the Northern Region (1982–1988). In these capacities, he championed economic reforms, industrial relations, cooperative development, and rural transformation initiatives that contributed significantly to Ghana’s social and economic advancement.
Beyond government service, Alhaji Iddrisu has played a prominent role in Ghana’s political development, serving as General Secretary (1992–2002), National Vice Chairman (2002–2014), and Member of the Council of Elders (2015–Present) of the National Democratic Congress (NDC). He was instrumental in shaping Ghana’s democratic transition and party institutionalization during the early years of the Fourth Republic.
Alhaji Iddrisu holds a Barrister-at-Law (BL) from the Ghana School of Law, an MBA from the Ghana Institute of Management and Public Administration (GIMPA), and dual Master’s degrees in International Relations and Public Administration from Syracuse University, USA. He also holds a B.Sc. (Biology) and a Diploma in Education from the University of Cape Coast, and is a Fellow of the Chartered Insurance Institute (UK).
A member of the Ghana Bar Association and the Chartered Insurance Institute (UK) amongst others, Alhaji Iddrisu is widely respected for his statesmanship, integrity, and unwavering dedication to public service excellence. He is also a keen environmentalist who enjoys nature walks, reflecting his deep appreciation for the natural environment and sustainable living.

SANJA ANITA MORRISON

Sanja Anita Morrison is a seasoned lawyer with over 12 years of practice, specializing in corporate law, governance, regulatory compliance, mergers and acquisitions, and contract negotiation within the finance and extractive sectors, as well as oil and gas and mining. She is the Managing Partner of Morrison, Twumasi & Partners, previously known as AB&M Legal Consult, a boutique law firm founded in 2015, where she provides strategic leadership and legal advisory services to clients across diverse industries.
She holds a professional licence from the Ghana School of Law, and is a proud product of the University of Ghana, where she obtained her academic degrees — a Bachelor of Arts, a Bachelor of Laws (LLB), and postgraduate Master’s degrees, in Oil and Gas Law, Economic Policy Management, and Business Administration. Sanja combines legal expertise with strong business and public policy insights and has served on several boards, including Dzata Cement Ltd. and the Ghana Civil Aviation Authority. She brings significant experience in strategic planning, risk management, stakeholder engagement, and corporate governance to the National Petroleum Authority Board.

ELOM LEONARD LARDI-GLAWU

Elom Leonard Lardi-Glawu is an accomplished energy expert and Project Management Professional with over a decade of experience in Ghana’s downstream petroleum sector. He has extensive expertise in safeguarding national fuel supply chains, operational risk management, pricing strategy, and stakeholder engagement. Elom has held leadership roles in the energy and investment sectors, including Director of Voltacoast Advisors, and brings strong skills in strategic planning, project execution, and innovation across the petroleum value chain.
Renowned for his analytical depth and results driven leadership, Elom is deeply committed to advancing governance excellence, sustainability, and efficiency within Ghana’s energy landscape. His forward thinking approach and integrity continue to make him a trusted voice in shaping policy and driving industry transformation. He holds an Executive MBA in Finance and a Bachelor’s degree in Sociology and Archaeology from the University of Ghana.

Dr. Clement Osei-Amoako

Dr. Clement Osei-Amoako is a strategic business leader with over two decades of experience in banking, entrepreneurship, and commerce. He has held key leadership positions, including President of the Ghana National Chamber of Commerce & Industry and 1st Vice President of the Federation of West African Chambers of Commerce & Industry, where he championed private sector development, public–private partnerships, and business policy reforms. Dr. Osei-Amoako is a keen entrepreneur with business interests in agriculture, trade, and construction.
He holds a Ph.D. in Finance, along with certifications in corporate governance and industrial relations, and has served on several notable boards, including the Ghana Shippers Authority, the Ghana Ports and Harbours Authority, and the Institute of Statistical, Social and Economic Research (ISSER). He previously served on the Board of the National Petroleum Authority, where he chaired the Finance Committee.

Dr. Osei-Amoako is currently serving a second term on the NPA Board and continues to contribute to national development through thought leadership, mentorship, and advisory roles.

Hon. Phillis Naa Koryoo Okunor

Hon. Phillis Naa Koryoo Okunor is a communications and public affairs professional with extensive experience in public relations, media, marketing, and dispute resolution. She is currently serving as the Member of Parliament for Awutu Senya East and has held leadership roles in both the public and private sectors, including Executive Producer at Media Empress Communication. Phillis holds multiple advanced degrees, including an LLM in International Trade and Business Law, a Master’s in International Relations and Diplomacy, and a Bachelor of Laws (LLB). She is currently pursuing her Professional Law Course at the Ghana School of Law and a Ph.D. in Organizational Leadership. Phillis is a member of the Institute of Public Relations, the Ghana National Association of ADR Practitioners, and other professional associations.

Linda Naa Ogbedei Quao

Profile

Linda Naa Ogbedei Quao is a legal and public policy professional with extensive experience in corporate law, regulatory compliance, and energy sector governance. She currently serves as Acting Director of Legal at the Ministry of Energy and Green Transition, where she provides legal and policy guidance to advance Ghana’s energy transition and strengthen institutional governance.
She previously served at the Ministry of Justice and Attorney-General’s Department, where she contributed to major legal reforms, including the implementation of the Companies Act, 2019 (Act 992) and the Corporate Insolvency and Restructuring Bill. Linda holds an LLB from the University of London, a BA in Business Administration, and is pursuing an LLM in Public Administration and Practice at the University of Ghana. She is a registered foreign lawyer with the Solicitors Regulation Authority (England &
Wales) and a member of the Ghana Bar Association, the International Bar Association, and GARIA.
Her combined expertise in law, governance, and energy regulation makes her particularly well-suited to support the petroleum downstream sector, bringing to the Board a strong understanding of compliance, transparency, and institutional reform.
